Kara D. Beem, Esquire

Kara Beem, president of Keystone Ingenuity, is well-known and respected in the halls of the state Capitol. Leaders regard her as a highly competent professional and a dedicated champion for her clients with over three decades of experience.

She is a tireless advocate who lawmakers recognize and appreciate for her honesty and thorough preparation on behalf of her clients. During her career, she has advanced key policies and defended against policy proposals detrimental to her clients.

Over her career, Kara has marshaled campaigns in Pennsylvania for organizations that had limited capital exposure. Her successful advocacy included:

  • Amending the Redlight Enforcement Act to expand it to additional municipalities;

  • Enacting Pennsylvania’s Medical Marijuana Law;

  • Assisting legal services with obtaining more federal funds;

  • Revamping Pennsylvania’s Right to Know law to offer more access and transparency of public documents; and

  • Partnering with organizations to enact the Clean Indoor Air Act.

These wins and numerous budgetary and procurement successes result from tenacious persistence, thoughtful analysis and deployment of a strategic roadmap developed in partnership with the client.

Born and raised in Pennsylvania, Kara wants to see the state prosper and compete for businesses, maintain and grow talent, and offer innovative education to our young people. She dedicates herself to collaborating with clients that want the best for the commonwealth and that are eager to see Pennsylvania compete at every level.

When she is not at the state Capitol, Kara serves on the Harrisburg Regional Chamber board and is an advisor to the YMCA’s Youth and Government Club at the Camp Hill School District. She is also an avid golfer and gardener.
